ABSTRACT

This chapter provides a review and critique of the way in which the planning process deals with future housing requirements, mainly in terms of the number of homes needed in England over the current projection period to 2021. It considers how national calculations of population change and household formation are translated into regional housing figures, and into housing land allocations for the purposes of forward planning (eventually for inclusion in the new local development frameworks – LDFs), and how national and more local considerations are combined to shape outcomes on the ground.
