ABSTRACT

The 1998 Crime and Disorder Bill introduced ‘Drug Treatment and Testing Orders’ (DTTOs) as an innovative sentencing option for drug-misusing offenders, with the clear stated objective of reducing the crime associated with drug misuse. However, the DTTO is, in reality, the product of a process of development in drug and sentencing policy in the UK which has been going on throughout the last 30 years. So far there is limited evidence as to their effectiveness, but they are already having a substantial impact on local service planning and policy.
