ABSTRACT

This book chapter presents a cross-section examinational approach: in a survey, 112 questions have been addressed to decision makers within public authorities and regional disaster management experts of 27 destinations in five countries (Austria, Greece, Italy, Spain and the UK). The answers contribute to an indicator and quality of resilience, and therefore we can form a resilience score for each destination. In addition, 4 main fields of action (‘preparedness & response’, ‘risk & vulnerability reduction’, ‘risk assessment’, and ‘governance’) have been identified and analyzed to be able to provide a comprehensive feedback to the participating destinations that now forms the basis for further improvement and strengthening of local resilience. Finally, the authors were able to develop a score-net showing the quality of resilience in each of the destinations with the help of the seven qualities: robustness, flexibility, resources, redundancy, reflection and integration. The authors are able to show the different indicators and the qualities of resilience derive from the empirical data. The results show some strengths in all destinations in the indictor categories partnerships, hazard and risk assessment and coordination. Weaknesses are financing, lack of early warning systems, response of education and training, maintenance and legal systems. The paper will describe the strengths and weaknesses and derives implications for both future research and management and policymaking.
