Now some incomes are obviously not determined in this way. Any state pension or social service payment is the result of a deliberate policy of redistribution, and concerns the economic theorist only to the extent that it has economic consequences that can be broadly predicted. The economist is competent to advise on probable results; it is not within his province to make the moral choice involved in such a decision of policy.
