ABSTRACT
In 1961, Newburgh, New York, city manager Joseph Mitchell declared “a war on the welfare state” in his small Hudson River town. His thirteen-point plan, here in the minutes of the city council, constituted the most restrictive welfare rules ever enumerated, meeting widespread approval across the nation.
