ABSTRACT

This cartoon, originally published in the Rochester Times-Union, was one of many that supported Joseph Mitchell's anti-welfare stance. The cartoon reflected widely held beliefs that welfare was “a mess,” fostering dysfunctional behavior among clients and promoting fraud. Note the depiction of those opposing the Newburgh plan. “But I'm Just Trying to Clean Up the Mess!” https://s3-euw1-ap-pe-df-pch-content-public-p.s3.eu-west-1.amazonaws.com/9780203707418/366bcfdf-97b1-4bff-8619-bba37b20ad3e/content/doc13_page129-01_C.jpg" xmlns:xlink="https://www.w3.org/1999/xlink"/>
