ABSTRACT
This cartoon, originally published in the Rochester Times-Union, was one of many that supported Joseph Mitchell's anti-welfare stance. The cartoon reflected widely held beliefs that welfare was “a mess,” fostering dysfunctional behavior among clients and promoting fraud.
