ABSTRACT

Monitoring and verification for arms control and nonproliferation is increasingly important. This chapter examines the role of technology in the monitoring and verification of arms control and nonproliferation obligations. It does not review the capabilities of specific technologies, or assess the value of the information provided by those technologies. Instead, it identifies the unilateral and cooperative mechanisms used to collect information needed to verify compliance and the role this information plays in the process of determining whether a nation’s activities and facilities are consistent with its arms control or nonproliferation obligations.
