ABSTRACT

All cities today, in developing and developed countries alike, are in a state of flux. Despite the growing sophistication of available planning techniques and the organizational and institutional structures for planning, the pressures of urban growth continue unabated and the complexities of urban form brought about by social, economic and technological development increase. Most of the proposed and administered remedies for the decline of central areas and uncontrolled expansion of the suburbs are nothing but temporary, makeshift solutions.
