In describing the processual nature of some deviance, Lemert (1964) distinguished primary from secondary deviance. Briefly, primary deviance was the pristine deviant act while secondary deviance was the reaction of the deviant to the social reaction called forth by the deviant act. The custodytreatment dimension forces upon us the recognition of further steps in this process.
