ABSTRACT

This chapter describes the long saga of attempted reforms and the reasons for their failure. The most recent attempt was in 2006 by a very senior panel of experts led by three serving heads of government. Its proposals are now widely known under the rubric of 'Delivering as One' (DaO), which helped to initiate the latest phase of reform and whose contribution is assessed. Other processes, such as the ambitiously titled Quadrennial Comprehensive Policy Review (QCPR), have sought to hasten procedural changes and foster harmonization. The Millennium Declaration of 2000 and its Millennium Development Goals (MDGs) were the response, providing the United Nations development system (UNDS) with a meaningful agenda. The office is headed by a single representative of the UN Development Programme (UNDP), United Nations Children's Emergency Fund (UNICEF), and United Nations Population Fund (UNFPA), who is supported by an integrated program unit, a common operations unit, and a single administrative platform.
