The evolution and consolidation of norms on small arms

In the past ten years, the literatures on International Relations (IR) and International Law (IL) have attempted to explain the processes characterizing the evolution of international norms. Efforts to examine the rise of norms have largely focused on defining norms and looking at their constituting character in the relations among international actors by distinguishing them into discernible categories.
