ABSTRACT
Any research programme designed to understand and address the international proliferation of small arms and light weapons (SALW) must have as a key element analysis of how, why and where SALW are produced. First, the notion of proliferation itself is both about the increasingly widespread use of SALW which production enables and the growth in the sources of new weapons through the birth of new production sites, often building on licensed technology.
