ABSTRACT
To successfully sail a course in strong or shifting winds requires the ability to both tack and jibe with purpose. This chapter outlines New Zealand’s approach to maritime challenges and opportunities through an analysis of implicit grand strategy, including the influence of national identity and strategic culture, policy continuity and change since 2000, and operational choices.
