ABSTRACT
When Hojat ul-Islam Mohammad Khatami defeated the conservatives' candidate, Ayatollah Ali Akbar Nateq Nouri, in Iran's presidential elections of May 1997, hopes were raised both in Iran and abroad that the new president and his colleagues would be able to reform Iran's political and social systems in a more liberal direction and adopt a more accommodating posture in foreign policy.
