ABSTRACT
The hope that democratic change will challenge the prolonged period of authoritarian stasis in the Arab world has inspired some observers, emboldened some activists, frightened some rulers, encouraged some conquerors, and tantalized some scholars. It is the last group that concerns us in this essay.
