ABSTRACT
Working time is a vital feature of employment. It is an important determinant of efficiency, service and costs. It also impacts workers’ earnings, workloads and rest and leisure. The determination of working time has therefore always been central to industrial relations. Working -time arrangements provide a strong indication of the balance of power between capital and labor.
