ABSTRACT

Since the last decade of the 20th century, substantial changes in global communication (Castells, 1996) have fostered the emergence of the information and global economy where productivity and competitive advantage of agents (enterprises, regions or nations) depend on their capacity to generate, process and apply information based on knowledge. In this networked society, knowledge is in the center of all the processes and the Internet has become the place where most information flows (Wellman, 2001).
