ABSTRACT
Survey designers face many issues at the outset of a survey on families. One of these issues is whether to include active-duty members of the U.S. armed forces or inmates of jails or prisons in the survey in some way. These groups could be included in surveys of family life when they are important for theoretical or policy reasons, or when their responses may significantly affect statistics for the general population or important groups of the population.
