ABSTRACT
It appears that the advent of Web-based learning is resulting in a great leap forward for computer-based instruction. For the first time, truly large numbers of people are experiencing computer-based instruction. Ironically, however, the same event has brought a step backward in the quality of computer-based instruction. It has been an obstacle to the implementation of the most advanced forms of computer-based instruction, just as they became mature enough for practical use.
