ABSTRACT

This chapter documents the story of a group who lost in an attempt to influence the National Curriculum in a multicultural direction. It also describes the subsequent rejection of this report and concludes with a brief discussion as to the possible reasons for non-publication of a report which was intended to help teachers to develop principles, policies and practices appropriate for a multicultural society, within the framework of the National Curriculum. A document produced by an NCC officer for the Task Group noted that ‘NCC recognises that multicultural education is a controversial area and the subject of considerable debate which should be central to the thinking of all those throughout the country with a responsibility for curriculum planning’. Opposition to multicultural and anti-racist curriculum developments was relatively low-key until the 1980s.
