ABSTRACT
The term “developmental disability” encompasses intellectual disability, but also includes physical disabilities. In June 1993 the Vienna Declaration and Program of Action was adopted by the World Conference on Human Rights in Vienna. The World Conference on Human Rights reaffirmed the commitment by states to fulfill their obligations to promote universal respect for, and observance and protection of, all universal human rights and fundamental freedoms for all in accordance with the Charter of the United Nations. Contemporary human rights are linked to the ideal of social justice, a concept that is central to the social work profession. Reproductive rights are among fundamental rights for women and therefore guaranteed under national and international human rights law. The Act created the establishment of the National Commission for Persons with Disability and stipulates rights and privileges for persons with disabilities including the right to free education and health care.
