ABSTRACT
What is evaluation? Simply put, it is a way to figure out the importance, value, or impact of something. There are numerous ways to “figure it out” and numerous “things” that may need to be evaluated. So that it is clear what is being evaluated and which approaches will be utilized, evaluation is typically conducted in a methodical manner with a defined process or approach. Thus, evaluation can be defined as a systematic determination of the value or quality of a process, program, policy, strategy, system, and/or product or service including a focus on personnel (Davidson 2005).
