ABSTRACT

Urban transport project appraisal is undertaken for different purposes, according to the situation under investigation and the persons involved. The scope of such assessments has also tended to change over time. Less than twenty years ago, for instance, the appraisal of transport projects in a Third World country would have been concerned almost entirely With the economics of the benefits and costs to potential transport users and providers. Now, although the economic emphasis is still of overriding importance, the breadth of factors taken into account is considerably greater.
