ABSTRACT
Donors have multiple objectives. White (1999a) reviews these, showing that the following areas are common to most donors: growth, democracy and human rights, environmental sustainability and gender equality. Poverty reduction is given as an overall aim, or included in this list of objectives. Each donor may have one or two additional objectives to this list, for example, social and economic equality in the case of Sweden. Programme aid has been linked almost solely to the growth objective. We illustrate this fact for Sweden and then turn to the rationale provided for PA.
