ABSTRACT
That there has been a substantial change in policies in developing countries in the last two decades is beyond doubt. What factors explain these changes? The focus here is on the role donors have played in supporting policy change. But donor's role must be set in the context of the domestic political economy of reform, which is the subject of this section. The role of the international community is then considered (section ‘External actors in domestic politics’), followed by a closer look at Sweden's part in the process (section ‘How has Sweden influenced policies?’). The last section concludes.
