ABSTRACT

This book assesses the effeetiveness of programme aid (PA); that is, aid that is not intended for specific projects. Programme aid can be import support (IS) or debt relief (DR) (collectively called balance of payments (BOP) support) or budget support (BS), and is usually attached to conditions for policies in the recipient country. Programme aid has been important at various times in the past. Programme food aid provided by the United States (US) as Public Law 480 (PL480), for example, has been given since the 1950s. It again grew in importance in the 1980s as more attention was placed on the policy environment.
