ABSTRACT
This chapter addresses the question of how the impact of programme aid can be assessed. How is it that programme aid is expected to affect economic growth and how may this impact be evaluated? The impact comes through two channels: money and policy dialogue. These two channels lead to three questions to be answered:
How has donor policy dialogue affected the pattern and pace of reform (and what has been the contribution of PA to this process)?
What has been the impact of the PA funds (on imports, government expenditure, investment etc.)?
What has been the impact of reform programmes?
