ABSTRACT

Like the other chapters in this book, this one analyses the use of programme aid. However, it differs from the others, partly as the discussion relates to a different bilateral donor in this case the Netherlands – but also because of the additional dimension of explicit attention to co-financing. Over half of Dutch co-financing of World Bank activities in Ghana was programme aid during the period covered. Some mention is made of the co-financed project activities, but the reader interested in more detail should consult Sowa and White (2000).
