ABSTRACT
It is remarkable how rapidly the fashion for American states and cities has shifted from the traditional boosterism to a questioning and even an abhorrence of growth. It is common to read in the newspapers that states such as Oregon, California, Vermont, and Maryland want to stop or limit their growth, as do cities such as San Francisco, Boulder, and countless suburbs.
