ABSTRACT

Nigeria is a West African country with a population of about 92.8 million. The population reflects approximately 270 different ethnolinguistic groups spread through the 21 states and the Federal Capital territory of Abuja (Arowolo & Daramola, 1986). There are about 38,211 primary schools with 359,701 teachers and 14,387,271 pupils. The ratio of primary teachers to pupils is 1:40. There are also 5,642 secondary grammar schools with 80,314 teachers and 3,059,088 pupils. The secondary teacher-pupil ratio is 1:38 (Federal Ministry of Education, 1986). Almost all the primary and secondary grammar schools are being managed by the government in terms of funding, and provision of teachers, materials, and equipment. Only a negligible percentage (about 0.04% of the primary schools, and 0.17% of the secondary schools) are privately owned.
