ABSTRACT

Hong Kong has a land mass of 1,068 square kilometers (412 square miles) and is one of the most densely populated places in the world. In 1985, the population was estimated at 5,466,900. It was also estimated that 98% of the population were of Chinese origin. Demographic data also revealed that 25 % of the population were students reflecting an enrollment of 1,369,741 pupils in different categories of registered schools. The total expenditure for education in the fiscal year 1985–1986 amounted to HK$7,806 million (HK$910.8 million in capital expenditure and HK$6895.18 million in recurrent expenditure) or U.S.$1000.84 million. This expenditure in effect amounted to 17% of the government’s budget (Knight, 1986).
