ABSTRACT
This chapter was written during a period of significant change. The New Zealand Government has embarked upon a reorganization of the public sector that includes a major review of its educational and psychological services. Concurrent with this reconsideration of the administration of education and the delivery of psychological services within education has been the first complete reappraisal of special education services since the 1940s, titled the draft Review of Special Education (1987).
