ABSTRACT
It has now been 20 years since the federal government undertook to have centrally planned and managed programs of educational research and development. This period began with the passage and implementation of the Cooperative Research Program in 1954 and has continued through a period of establishment of regional laboratories and research centers to the present set of programs brought together under the National Institute of Education.
