ABSTRACT

An official collector of military goods appropriated three bags of rice from a store and hired a porter to move them to the armory. In addition to conscription, a second measure which went into effect promptly after the declaration of a state of war was the appropriation of civilian property for military use. The appropriation of civilian property for military use continued in this manner for the duration of the war. Authorized military personnel entered stores and took food, clothing, or anything else that might be useful as "military goods" and gave as payment promissory notes redeemable in the future. Armenian shopkeepers were almost stripped in the process, whereas Turkish shopkeepers were required to give very little. Opportunities for official graft and harassment of Armenians were greatest in rural areas. Officers were sent to collect wheat, barley, and cattle from outlying villages.
