ABSTRACT
For over a century there has been a debate about the appropriateness of group care for abused and neglected children (Lerman, 1982; Wolins & Piliavin, 1969). Controversy surrounding which types of children and youths should be cared for in these settings has never subsided, although the roles of children’s institutions have changed over the years both in response to this debate and as a result of market forces.
