ABSTRACT
In September 1967, the author was one of two dozen just-graduated law students assigned as VISTA volunteers to COLA, a newly formed legal services program, providing attorneys to community action groups in Chicago. His first “client,” SHOT, had proved weak, disorganized, and incapable of taking effective action on any issue of consequence. What follows, a chapter from a book-in-progress, concerns his second.
