ABSTRACT

This chapter aims to investigate public officials' knowledge-use behavior by adopting theories of social psychologies, such as the theory of reasoned action (TRA) and the theory of planned behavior (TPB). TRA and TPB were found to meaningfully predict a wide range of behaviors such as health behavior and household garbage reduction behavior. As a means of knowledge-use, the South Korean government completed the construction of an electronic government in November 2002. Behavior change resulting from knowledge utilization can be understood as an interaction between scientist group and policy maker group. The goal of producing knowledge should be utilization, which may mean different things to the target audience of different public officials. It is necessary for the potential users in the public policy sector to change their behavior toward knowledge-use. To change the behavior of public officials who are working for policy decisions and implementation, their beliefs and attitudes toward knowledge use should be changed first.
