ABSTRACT

This chapter takes a critical look at the role of the people's congress system in China's politics after reviewing the major voting function and supervisory role of this institution at different levels in China from both the legislative angle and the political perspective. First of all, from the legislative aspect, we may see that the Amendments to the Electoral Law have made important progress in ensuring that all Chinese citizens have equal rights to vote for the deputies to the people's congress whether in rural or urban China; and from the political perspective, we may observe that the deputies at different levels have gradually exercised more effective power and function in terms of voting on government documents and supervision of the actions of officials. On both these counts, the people's congress system has exercised a more and more important role in promoting political democratization in China.
