ABSTRACT

In April 2011, US Senate Foreign Relations Committee member, Richard Lugar, introduced a resolution expressing concern that the governments of North Korea (or the Democratic People’s Republic of Korea (DPRK)) and Burma (or Myanmar) were “expanding their bilateral military relationship” (S. Res. 139 2011, 2). Specifically, the sponsors of the resolution asserted that North Korea was providing military and technical personnel and advanced weaponry, and that the two governments were collaborating on development of Burma’s nuclear program. There were further accusations: Burma continued to coerce children, including ethnic minorities, into combat and civilians into portering; and hundreds of thousands had been forced to flee persecution and conflict in Burma.
