ABSTRACT

In recent years, significant numbers of non-citizens have been displaced by conflict, violence and disasters, in countries where they reside and work, and in some cases where they may become “trapped” in transit. They include migrant workers (both regular and irregular), but also asylum-seekers, refugees and stateless persons. Non-citizens have been displaced for example by invasion in Lebanon in 2006, xenophobic violence in South Africa in 2008, revolution in Libya in 2011, civil war in Côte d’Ivoire in 2010–11, flooding in Thailand also in 2011, and more recently, by ongoing conflict in Syria.
