ABSTRACT
Land use policy is a central component of environmental management, but efforts to regulate land use in the United States often clash with the strongly valued right to own property without restrictions. While most people support both property rights and environmental protection, advocates of one or the other have increasingly come into conflict during the past two decades. In the face of this opposition, a practical problem in land use policy and environmental management more generally has been to find acceptable compromises.
