ABSTRACT

The Nigerian university system is a sector trapped by the three vectors: access, quality, and cost. The access problem is underscored by the fact that only one out of three qualified candidates seeking admissions into universities is admitted annually. The general quality of program delivery is negatively impacted by the shortfall in the number of academic staff, coupled with inadequate teaching and research facilities. Furthermore, most institutions are unable to fully recover operating costs, due to inadequate income from the various funding streams.
