ABSTRACT

Qatar is a destination country for men and women subjected to forced labour and, to a lesser extent, forced prostitution. It does not comply fully with the minimum standards for the elimination of traffi cking and is on the Tier Two Watch List. Qatar has played an interesting diplomatic and media role in separating itself clearly from the other GCC countries, acting increasingly independently and seeking a higher global profi le. For example, in February 2011 agreement was reached between Fatah and Hamas on an interim government with the Doha Declaration. In July 2011, the Darfur peace agreement was signed in Doha. In 2012, Qatar sought to mediate between the USA and the Taliban with the establishment of an offi ce in Qatar for the Taliban.
