ABSTRACT

On March 25, 2010, the infamous figure of Luis Posada Carriles appeared publicly on the streets of Miami during a protest march against Cuba. Openly participating in the demonstration, and speaking with reporters, Posada’s much publicized presence reminded the international community that the United States has given sanctuary to one of most renowned international terrorists of his era-a fugitive sought by Interpol, an admitted bomber of hotels and discothèques in Havana, and a man whom the U.S. intelligence community has identified as responsible for the mid-air destruction of Cubana flight 455 in October 1976, in which 73 men, women and children perished.
