ABSTRACT

European Union (EU) relations with Cuba have always been conditioned by the discord existing between the United States and the Island, but it would be wrong to say that Brussels’ policies merely reflect those of Washington. The facts speak for themselves. The EU re-established relations with Cuba in the midst of the Cold War, carries out political dialogue with the government, continues at least a minimum level of cooperation, and is the Island’s major trading partner, its second-largest investor, and its second-largest source of tourists.
