ABSTRACT
The 1992 Constitution provided for a president and a single-chamber parliament based on a multi-party system, both elected every four years. Under the Constitution, the president appoints ministers of state to the executive, with the requirement that more than half come from the list of MPs. This results in a hybrid political system, with elements of both presidential and parliamentary governance.
