ABSTRACT

In 1991 Zambia changed its system of governance from a single-party state to multi-party democracy. The National Assembly of Zambia developed a parliamentary reform programme and, with the 2002 elections -as a result of which opposition parties gained a small majority in Parliament – reforms gathered momentum. In this Chapter, I present two important areas of reform: (i) revision to the rules and procedures of Parliament (the Standing Orders); and (ii) the outreach by Parliament to citizens, through the creation of constituency offices.
