ABSTRACT

Germany's ISAF deployment has arguably been amongst the most scrutinized and the most criticized of all contributions by ISAF troop-contributing nations. As the third largest troop contributor and the fourth largest donor of bilateral development assistance, Germany indeed plays a major role in the reconstruction of Afghanistan. But rather than living up to the size of its contribution and taking a more proactive approach within its area of operations, Germany has often appeared to be a reluctant ISAF participant and has been criticized for refusing to take on a greater share of the war-fighting burden.
