The term “international cooperation” is used to cover a myriad of formal and informal arrangements between states in the international system. In this chapter, we examine one dimension of international cooperation on migration that focuses on facilitating fl ows of migrants. International cooperation on migration could, and does, include agreements between states to reduce migratory fl ows, such as agreements on deportation. However, we are interested here in exploring the degree to which states agree to facilitate migratory fl ows, because it stands in contrast to the degree of international cooperation on other international economic fl ows.
