ABSTRACT
Chapter 1 explained how the implementation of workfare measures in Western welfare states resulted from their declining manufacturing sectors, a large number of households in which no one had paid employment and politicians’ perceptions of welfare dependence. As the work ethic and family relationships in East Asian cultures are different from those in Europe and America, this chapter examines the factors that have contributed to the introduction of workfare in East Asia and discusses whether workfare is a good approach for East Asian societies.
